Harnett County Development Services briefed the board on two rezoning petitions and said both items will be scheduled for public hearing at the Feb. 17 Board of Commissioners meeting.
Sarah Arber described the first petition as an 8.5-acre parcel at Ross Church Road and U.S. 401 North (the applicant Jonathan Tucker) seeking to change zoning from RA-30 (residential/agricultural) to commercial. Arber said the parcel is vacant, along the Norfolk Southern Railroad, borders single-family residences and nonresidential uses, and is identified on the future land-use map as employment/mixed-use, which supports commercial uses. Staff recommended approval; the Planning Board recommended approval 4-0. Arber said traffic concerns prompted earlier opposition when the petition was previously considered in December 2023; she noted a traffic signal has since been installed at the intersection and that a nearby citizen at the planning-board hearing this month was not outright opposed but had questions about potential uses (she specifically referenced local concerns about a Dollar General as a use residents opposed).
The second petition is a 4.5-acre parcel at U.S. 421 and Coal Springs Road (applicant Gregory Bagley) seeking rezoning from RA-20R to commercial. Arber said the property is near existing commercial uses (Family Dollar, Dollar General, gas station, health clinic) and is designated on the land-use map as a rural center, which supports commercial development; water is available and sight distances were described as good. Staff recommended approval and the Planning Board recommended approval 5-0; no one spoke in opposition at the planning-board hearing.
Both rezoning petitions were placed on the Feb. 17 agenda for public hearing. The transcript includes staff analysis but does not record a final action by the Board of Commissioners on Feb. 11.
