County to contract Withers Ravenel for Northwest Harnett Park master plan; $61,050 contract placed on consent agenda

Harnett County staff asked the board Feb. 11 to approve a contract with Withers Ravenel to prepare a site master plan for a 28-acre parcel purchased for Northwest Harnett Park, with a recommended contract amount of $61,050.
Carl Davis said the county purchased the parcel off Oak Ridge River Road in February 2019 to relocate a communications tower and a convenience center and to develop a park. The communications tower relocation has occurred and solid-waste planning is underway. Davis said the master plan process will include community engagement (surveys and public meetings), staff and advisory input, and will produce cost estimates for future capital-improvement planning.
Staff conducted an RFQ, received five statements of qualifications, narrowed to two finalists, interviewed the top firms and selected Withers Ravenel as the top scorer. Davis said the $61,050 contract is comparable to recent park master plans (he cited Neals Creek Park at about $65,000). Commissioners directed that the item be added to the consent agenda for formal approval at the next meeting.
