Beecher approves intergovernmental agreement with Illinois comptroller for local debt recovery

The Village of Beecher board on Feb. 10 approved Ordinance 1417, authorizing an intergovernmental agreement with the Illinois Office of the Comptroller to access the Comptroller’s Local Debt Recovery Program.
Trustee Terry introduced the ordinance and explained the program would allow the comptroller to assist the village in collecting unpaid fines and debts. “If they’re found liable, then a fine is assessed. And then once that fine is assessed, if they don’t pay it, then we can go ahead and collect it from the comptroller,” Terry said, describing mechanisms such as wage garnishment and offset through federal collections processes.
The ordinance applies to village debts that are final and unpaid; Trustee Terry said the agreement would let the village use the comptroller’s administrative collection tools rather than rely solely on local collection efforts. The board approved the ordinance by unanimous roll call vote.
What’s next: Staff will execute the intergovernmental agreement and integrate the village’s delinquent debt accounts into the comptroller’s recovery program as appropriate.
