Road commission votes to seek planning commission input before considering road closures

The Wilson County Road Commission on Feb. 6 voted to seek planning commission input or planning-staff history when the commission considers closing or abandoning county roads and related easements.

Commissioners and staff described the statutory process for closing roads as "antiquated," noting that state law currently allows private freeholders to be part of the process in ways some officials said do not reflect modern subdivision and growth patterns. The commission discussed several local examples where easements and original subdivision approvals made the ownership and maintenance of rights-of-way unclear.

During the discussion commissioners raised concerns that closing roads without planning input could overlook infrastructure, school, emergency-services or annexation implications. One commissioner asked whether the commission could adopt a local procedure that would delay action on closures until planning staff reviewed the parcel history and infrastructure easements; staff said that approach could be pursued if both bodies agree.

After debate a motion was made and seconded that the road commission will seek planning-commission review (or have planning staff provide relevant history) before proceeding with road-closure proposals; members voted by voice and the motion passed.

Ending: The commission did not change state law but adopted a local practice to obtain planning input before acting on closure petitions; the planning commission and planning staff were asked to participate in future matters or to provide historical records when requested.
