City staff presented a package of personnel changes at the Enterprise City Council work session intended to streamline hiring and payroll operations.
Jonathan told the council that only four positions are statutory appointments—city clerk, police chief, fire chief and city treasurer—and that other department head appointments had historically been handled inconsistently. He proposed codifying a system in which non‑merit department head appointments are made by the mayor and confirmed by the council, and that pay be set within broad pay bands to make recruitment more flexible.
Jonathan described pay bands as a way to allow starting salaries to reflect experience—such as lateral police officers or experienced CDL drivers—rather than forcing new hires into step‑one pay. He said the change would align department heads with pay‑band practices already used for merit employees.
Staff also proposed creating an accounts/payroll specialist position in finance to move payroll duties out of human resources. Jonathan said HR had been thin on payroll capacity and that moving payroll to finance would allow HR to focus on onboarding, investigations, performance evaluations and other HR priorities.
City staff indicated these measures were introduced and accompanied by a resolution to set pay bands; no final council vote occurred in the work session.
