Hillsborough County Charter Review Board elects chair, adopts schedule and rules, names county attorney as counsel

The Hillsborough County Charter Review Board elected Art Wood as chair and Julianne Holt as vice chair and set a framework for its work, including a regular monthly schedule, rules of order and public-comment procedures, the county attorney’s office said at an organizational meeting.

The board voted to hold regular meetings on the second Tuesday of each month with flexibility to add additional meetings as needed. Members also accepted administrative support from county staff, directed that minutes be prepared by the clerk’s office and agreed to use the county attorney’s office for legal counsel while authorizing staff to secure outside counsel for special circumstances.

The new chair and vice chair were chosen after nominations from board members. Art Wood won the chair vote by show of hands; the roll-call-style counting announced during the meeting recorded four votes for Julianne Holt and a larger count in favor of Wood. Julianne Holt was selected as vice chair without further contest.

The decision on administrative support and minutes confirmed longstanding practice: county staff will post agendas and supporting materials, maintain the board website and manage logistics, and the clerk’s office will prepare meeting minutes. County staff told the board that turnaround for draft minutes typically ranges up to 21 days, with about a two-week target under normal conditions.

Mary Helen Pierce, deputy county attorney, reviewed the scope of the charter and the board’s legal obligations. Pierce said the charter in effect gives Hillsborough County “home-rule” authority subject to state law and described how the county charter interacts with state statutes and local ordinances. She told members the charter names the Board of County Commissioners as the provider of clerical, administrative and legal counsel to the Charter Review Board and urged the board to pick its preferred counsel arrangement. The board voted to accept the county attorney’s office as counsel and to authorize the county attorney to assemble an approved list of outside attorneys the board could tap if the county attorney’s office has a conflict or the board requests independent advice.

The board also adopted a set of rules of order based on Robert’s Rules and the Board of County Commissioners’ procedures, scaled to this board’s scope. The adopted rules include standard Sunshine Law cautions; staff and counsel reminded members that the Sunshine Law applies to board members as soon as they are appointed, that serial e-mails or one-on-one discussions about matters the board will decide risk creating a prohibited “meeting outside a meeting,” and that a physical quorum must be present to take official action (though members may participate remotely once a physical quorum exists and the public can see and hear remote participants).

Public-comment procedures were clarified: the board will take public comment at each regular meeting, giving priority to those who sign up to speak on agenda items but allowing comments on nonagenda matters as well. Staff said online submissions received by 5 p.m. the day of a meeting will be read into the record. The chair said speakers generally will be limited to three minutes and that the board may schedule workshops or extended presentations for invited experts or constitutional officers when deeper briefing is needed.

Next steps: staff will circulate meeting packets in advance, provide the board with recent executive summaries from prior charter review boards and a list of outside counsel candidates, and prepare a top-to-bottom review of the charter for the next meeting so members can flag sections for deeper review in future sessions.
