Public safety committee backs police vehicle upfit vendor, advances noise-ordinance changes to final consideration

The public safety committee on Feb. 3, 2025 approved a vendor for the city’s 2025 emergency vehicle upfit request for proposals and advanced changes to the city’s noise ordinance for final consideration.

Lieutenant Westy reported that one vendor responded to the police vehicle upfit RFP: All Solutions in New York Inc. The committee voted to proceed with contracting the vendor; members approved the motion by voice vote.

Separately, the committee reviewed a proposed amendment to increase the point value for noise violations in Chapter 182 and related sections (recorded during the meeting as an amendment to section 138-1 of chapter 183 to increase points for violations of chapter 182). The committee noted a public hearing had been held Jan. 27; no additional public commenters were recorded for this item. Committee members agreed the amendment should move to final consideration and voted to send it forward.

The committee also discussed proposed noise-permit application templates. Staff said templates were drawn from examples in Rhode Island and New York City and that the police department had reviewed the draft. Because the staff member who normally presents (Mr. McNairn) was not present, the committee deferred detailed discussion of the permit templates and asked staff to return with copies and fuller presentation in two weeks.

No dollar amounts for the vehicle upfit contract or specific point-value figures for the noise amendment were provided during the committee’s recorded discussion; committee members asked staff to prepare final materials for the upcoming meetings.
