Committee unanimously approves aligning Juneteenth with federal holiday date

Representative Hollins introduced HB 370 to repeal Utah’s prior rule requiring Juneteenth observance on a Monday or Friday and instead align the state’s official Juneteenth observance with the federal date (June 19). Committee members said the change will reduce confusion when federal, state and private institutions observe different dates.
Charles Evans of the Utah Land Title Association testified the alignment reduces business disruption caused when state offices and banks use different holiday dates for the same event. The bill’s first substitute sets a start date in January to give payroll and state systems time to implement the change without duplicative updates.
Committee members asked whether aligning the date would affect custody schedules and childcare; sponsors said the change merely aligns state practice with the federal holiday and any weekday/weekend implementation follows the same conventions used for other federal holidays. The committee adopted the first substitute and gave HB 370 a favorable recommendation by unanimous voice vote.
Supporters emphasized clarity for government and private‑sector operations and said the change avoids the confusion observed after the state previously scheduled a different weekday for observance.
