Committee advances Imagination Library bill to provide free monthly books to eligible children

In a Feb. 11 work session, the House Committee on Early Childhood and Human Services advanced House Bill 28 11, which would create the Imagination Library of Oregon program to send a free book each month to eligible children and direct the Department of Early Learning and Care to implement the program.
Committee staff described the measure and said it would establish an Oregon Imagination Library account within the Department of Early Learning and Care Fund and that the bill declares an emergency and would be effective on passage. Vice Chair Scharf moved the bill with a due-pass recommendation and that it be referred by prior reference to the Joint Committee on Ways and Means. The committee approved the motion by roll call.
Recorded votes show Representative Elmer, Representative Javidy, Representative McIntyre and Representative Noss voting in favor; Representatives Ruiz and Walters were excused; Vice Chair Winn was excused; the motion passed and the bill will be referred to the Joint Committee on Ways and Means.
