Greater Centennial Church formally returned to the planning board work session to present a concept plan for a prefabricated community building at 318 South Eighth Avenue. Planning staff said the church previously started a larger community facility that was partially built and later removed; the new proposal uses a smaller, Butler-style prefabricated structure.
Planning staff said the project will require review by multiple local boards. "They have to go before the planning board, the zoning board, and the ARB for this one," said Will, planning staff. Staff advised that the planning board consider whether it should serve as lead agency before the application proceeds to the Zoning Board of Appeals and the Architectural Review Board.
City counsel advised the board that the proposal’s zoning analysis was incomplete until the applicant consolidates several contiguous tax parcels owned by the church so the plan examiner can assess lot coverage and bulk controls across the combined site. Planning staff said the plan examiner’s final analysis should be available soon and that the application will likely need "at least 3 or 4 variances" related to lot coverage and setbacks.
Board members discussed lead-agency designation and signaled a preference to have the Zoning Board of Appeals serve as lead agency for this application. No final decision was recorded at the work session on approvals or conditions; staff will present the consolidated analysis and application materials at the planning board meeting.
The project will also require the usual site reviews and ARB review for design; the timing and any required mitigation will depend on the plan examiner’s consolidated parcel analysis and the specific variances identified.
