Architectural Review Board approves rebuilt South Eleventh Avenue house, adds conditions

The Mount Vernon Architectural Review Board approved a certificate of appropriateness on Jan. 22 for work at 246036 South Eleventh Avenue that will rebuild a fire‑damaged single‑family stone residence and convert it into a two‑family structure.
The board said the project, represented by Thomas J. Curro, the lead design professional for owner Derek Realano, will proceed with conditions addressing drainage, exterior finishes, lighting and landscaping.
Curro told the board the plan calls for a two‑story rear addition to create additional bedrooms and bathrooms, replacement of roof sheathing and shingles, new double‑hung windows and a standing‑seam metal accent roof. "Basically, we're just trying to make this a house that will actually enhance the street that it's on," Curro said.
Board members pressed the applicant to resolve water management and final exterior details. The board directed that downspouts be routed to the corners of the front elevations rather than tied into a single internal leader and asked the applicant to reassess the proposed porch roof drainage and the number/location of gutters so runoff does not concentrate at the driveway. The board also required the guardrail/porch railing color be changed from brown to white, requested lighting details (recessed porch lighting plus motion‑activated security lights at the side and garage), and asked for a landscaping plan that emphasizes native plantings.
The board additionally noted that the applicant should show driveway repair or repaving on the resubmitted site plan, and provide material/finish samples (siding, brick/trim, roofing and windows) in a color rendering when the revised submission is filed. During the presentation Curro said the existing basement will remain a storage/boiler room and that an oil tank currently serves the property; he said a future fuel‑type change (to gas) had not been determined.
After the discussion a member moved to approve the certificate with the conditions the board listed; another member seconded the motion and the board voted in favor.
The board did not require the applicant to return in person for the next meeting; staff said the board would review the resubmission by plan sheets and samples.
