Commissioners adopt FEMA hazard mitigation plan, award generator contract and receive FEMA project update

Walker County Commissioners Court on Feb. 10 approved Resolution 2025-31 adopting the county’s FEMA hazard mitigation plan and approved a separate contract award to McAfee Electric for generators purchased under a hazard mitigation grant.
The county judge’s office reported FEMA had approved and obligated funding for several projects, including work at Paul Dixon, Ravenwood, Thompson Street head wall and approaches, and other emergency protective measures. Staff said one debris-related project will be paid at 100% up front, with FEMA covering 75% and the Texas state agency (TCEQ) contributing 25% toward eligible costs. Staff told the court paperwork for some projects has required additional revisions and submission in FEMA’s systems and that processing times remain lengthy.
For generator procurements tied to the hazard mitigation work, the court considered bid C2360-25-01. A motion was made and carried to award the generator contracts to McAfee Electric to cover three projects. The court also received progress updates on CAT seat projects (large recovery projects at precinct levels): Precinct 1 was reported just over 50% complete, Precinct 2 also just over 50%, Precinct 3 nearly complete except for a few items, and Precinct 4 reported fully complete pending final paperwork and submission.
The court approved the resolution and bid award by voice vote. County staff urged patience with FEMA procedures: accepted applications require extensive documentation and justification before federal funds are disbursed to the county.
No contract dollar amounts for the generator award were specified in the public transcript other than the vendor name; staff said the contract would cover three projects and recommended McAfee Electric as the bidder responsive to the solicitation.
