House committee reports multiple housing bills out of committee with due-pass recommendations

The House Committee on Housing on Tuesday voted to report several bills out of committee with due-pass recommendations, advancing measures on resale certificates and condominium disclosures, homeowners association (HOA) rules, senior independent housing protections and local housing authority flexibility.

Representative Reed, a sponsor on multiple items, told the committee that one substitute “responds to some of the concerns that were raised in committee about clarifying the requirements for the resale certificates and just making it better reflect the reality of working realtors and also people in, HOAs.” She urged the committee’s support.

The committee adopted an amendment (VAS082) to a substitute for House Bill 15 42 that removes a study component in an effort to reduce the bill’s fiscal note. The amendment sponsor said the change was intended to limit study-related costs while keeping the underlying bill intact; the amendment was adopted and then incorporated into the substitute before the committee voted to report the measure out.
