County advances land‑acquisition ranking and readies special meeting to consider $3 million conservation purchase

Adam Domingo, growth management director, told the Land Acquisition Committee ranking discussion that staff had prepared a scoring matrix to prioritize fee and less‑than‑fee acquisitions by weighing primary and secondary objectives — including habitat connectivity, water‑resource protection, recreational value and development pressure. He told commissioners that an acquisition should meet at least three primary objectives to be an active priority.
Domingo said several parcels are under consideration in the county’s western wildlife corridor and the east side near Matanzas and Matanzas Shores, including family‑owned conservation easement candidates (Townsend parcels and Cowart lands), a potential partnership on a large Peterson parcel and other sites. He described one area as “over 200 acres” in the corridor and noted some parcels are already the subject of state or family‑driven programs (for example, the rural family lands program through the Florida Department of Agriculture and Consumer Services).
FWC grant and $3 million appropriation: Domingo said one of the parcels — the Radiant parcel (a cluster of three tracts) west of U.S. 1 — is the last remaining target included in an earlier legislative appropriation and that the county has a $3,000,000 line item from the legislature tied to either the Townsend or Radiant parcels. He said the Florida Fish and Wildlife Conservation Commission (FWC) is the granting agency and that FWC has given the county until the end of February to close or return the funds.
“We are under a time crunch on the $3,000,000,” Domingo said. He told commissioners the county has survey, appraisal and title work underway and that staff would present a purchase and sale agreement for a not‑to‑exceed $3,000,000 purchase price. At a special meeting following the workshop, staff said the board needed to authorize signature on a purchase and sale agreement so the county could meet the FWC deadline.
Board process and schedule: Commissioners debated transparency: several members said they wanted to see the purchase and sale agreement before formal approval. County staff and legal said the title, survey and due‑diligence steps remain and that the standard purchase and sale contingencies (title commitment, survey, inspections) apply. Commissioners agreed to reconvene for a short special meeting on Thursday, Feb. 13 at 9:00 a.m. to consider the purchase agreement; a prior motion to authorize the chair to sign immediately was withdrawn to allow the additional review.
Why it matters: The acquisitions are part of a multi‑year ESL portfolio intended to protect habitat corridors, wetlands and other conservation priorities. Domingo told the board the new scoring matrix would help allocate limited acquisition funds and align county priorities with state and federal partner programs.
Next steps: Staff will run the proposed ranking tool with the Land Acquisition Committee and return ranked recommendations to the board (Domingo suggested March as a likely date for a formal ranking recommendation). The Radiant parcel purchase will be brought to the special meeting on Feb. 13 for board consideration; staff indicated survey, title and appraisal work were in progress.
