Board schedules March 24 public hearing on Virginia Institute of Autism personal property tax exemption

Rockbridge County supervisors set a public hearing for March 24 to consider an application by the Virginia Institute of Autism (also doing business as the Virginia Center for Neurodevelopment) seeking a personal property tax exemption.
County staff explained that the application was filed Sept. 30, 2024, and that state law requires an ordinance-based local determination and a public hearing. County counsel/staff noted that the board must schedule a hearing once the application is filed and that the change in law requires a 28-day public-notice period, which is why March 24 is the earliest available hearing date.
Several supervisors said they are uncomfortable deciding individual exemptions without a countywide policy and asked legal staff to prepare guidance. Mr. Dodd (staff) and other staff noted that each exemption application must be considered individually under the statute, but agreed they could prepare a draft policy for board consideration. Supervisor McDaniel moved to set the hearing for March 24; the motion passed 5–0.
The public hearing will give citizens an opportunity to comment before the board considers whether to grant the exemption by ordinance. The application and supporting materials will be made available per statutory notice requirements.
