Board approves modest Truckee Fire Protection District fee increases tied to capital plan

Nevada County’s Board of Supervisors on Feb. 11 adopted a resolution to implement adjusted mitigation fees for the Truckee Fire Protection District (TFPD) based on the district’s capital improvement plan and cost-index adjustments.
Why it matters: The fees (AB 1600 mitigation fees collected at building permit time) fund the fire district’s capital and infrastructure needs such as station readiness, equipment partial replacement funding and site-preparation work for a planned new station. The county’s code requires the Board of Supervisors to approve fee adjustments for special districts in the unincorporated county.
What staff said: County staff and the district’s chief presented the study and recommended a modest increase tied to the 2024 city cost index. According to staff, the change results in a roughly one-cent-per-square-foot increase for residential and industrial development and a two-cent-per-square-foot increase for retail, commercial and office uses; details were included in the staff report.
District chief Kevin McKechnie described planned near-term uses of new revenues: site work to make a proposed new Truckee-area station shovel-ready, and partial funding for a command vehicle (approximately 40% of the vehicle cost could be covered by the fee revenue). The Fire District’s nexus study underlies the fee and is updated on a multi-year basis.
Vote: The resolution was adopted by recorded roll call; four supervisors voted yes and one was absent.
Ending: The fee adjustment is scheduled to take effect 60 days after adoption in compliance with state law; the district will use revenue for capital projects identified in the Truckee Fire Protection District capital improvement plan.
