The board's Equity Committee reported on two interlocking issues: a draft facility rental handbook and rate structure for the district's Community Learning Centers (CLCs), and guidance to help families and staff respond to encounters with immigration enforcement.
Committee members described a proposed set of rate tiers (groups A, B and C) for CLC facility rentals, and said the district and city partners are working to finalize rates and insurance guidance. The committee expects to return to the board in about a month with written rates and an implementation plan.
Members also discussed outreach materials for immigrant families. Staff distributed small cards explaining residents' rights and translated versions in the district's primary languages; administrators said office staff will be trained to verify credentials and notify legal counsel and security before releasing records or responding to law-enforcement paperwork. Member Amber Molnar asked whether staff had been trained to instruct agents to wait while the district contacts legal counsel; administrators replied "Yes. We are." (attributed to the superintendent's office).
The committee also addressed longstanding finance and oversight concerns tied to the joint board of review (JBR) that governs shared projects funded by the city-district quarter-percent income tax: Member Molnar and others said outstanding questions about the allocation of project funds remain unresolved, and Member Hall said the account now totals "about 17 and a half million dollars" that needs clarity. Board members urged renewed engagement with city officials to schedule the JBR and work through outstanding project accounting and minority participation reports.
Committee members said the Youth Success Summit, city staff and community partners have been engaged in the CLC discussions; forthcoming committee work will include insurance options and tier definitions for different user groups.
The Equity Committee will reconvene to finish its agenda and expects to present finalized CLC rates, insurance guidance and JBR follow-up recommendations at a subsequent meeting.
