District legal counsel briefs board on proposed education bills and growing uncertainty over school finance funding

Nate Fall, in-house legal counsel for Greeley School District No. 6 in the County of Weld, briefed the board at its work session on a slate of proposed state bills and on continuing uncertainty about implementing the school finance changes enacted last year.

The update matters because the bills and the economic outlook could change how the district handles public-records requests, library review processes, student trauma notifications and contractual liability for inaccessible technology — and because any shortfall in state school finance funding would affect district budgeting and services.

Fall reviewed five items the board has been tracking. On proposed changes to the Colorado Open Records Act (CORA), Fall said the bill would extend response windows: "it gives us some extended deadlines. So it goes from 3 days to 5 days to respond to an open records request. It gives us, we get an additional 10 days if it's, meets certain requirements."
