The Traffic & Parking Commission voted to authorize a new traffic signal at 1100 Springfield Highway after the Indiana Department of Transportation told the panel a developer-funded study met federal signal warrants.
Andrew Smith, an INDOT representative, told the commission the proposed driveway connection "meets MUTCD warrant number 3 for PM peak hour traffic, and INDOT concurs with the recommendations and asks for your approval for a new traffic signal, at 1100 Springfield Highway." The site lies on the northern edge of the county on Springfield Highway, where the developer plans access for an undeveloped parcel proposed for industrial or fulfillment warehouses.
The commission’s discussion was limited. Commissioner Gibbs made the motion to approve; a second was recorded and the chair called the vote, which passed on a voice vote. The motion record in the meeting audio does not include individual roll-call tallies.
INDOT staff said the developer will pay for the signal, and that INDOT reviewed and accepted the access study. The department cited MUTCD warrant 3—one of the Manual on Uniform Traffic Control Devices’ criteria that evaluates peak-hour vehicular and pedestrian volumes—as the basis for the recommendation.
No timetable for signal design or construction was given at the meeting, nor were specific traffic signal equipment or funding agreements presented for public review. The commission did not attach conditions to the approval during the recorded discussion.
