State to repeal Financial Literacy and Exchange program after no enrollments; funds to revert to general fund

Representative Sirota summarized a bill that would repeal the Financial Literacy and Exchange (FLEX) program, which is currently housed in the Department of Local Affairs.
He said the program "was created in 2022. But since that time, no households have enrolled in the program" and that program administrators could not provide the necessary case management and compensated services to make the program function effectively. Given current budget conditions, the caucus was told the program will be repealed and statute will require the state treasurer to transfer any unexpended and unencumbered money in the FLEX fund to the general fund on June 30, 2025.
No formal vote occurred in caucus; the repeal bill will appear on second reading as part of the supplemental package.
