Florida House opens special session on illegal immigration; two bills and a memorial to be considered

House Speaker Daniel Perez convened the Florida House of Representatives in a special session in Tallahassee on Feb. 11, 2025, saying the chamber will consider two bills and a memorial aimed at illegal immigration.
Perez told members the measures are “aggressive in combating the problem of illegal immigration and thoughtful in the means and methods we have chosen,” and said most of the legislation will be familiar from a bill the House passed two weeks earlier. “We have convened this special session as surgically as possible. We will be taking up 2 bills and a memorial,” he said.
The proclamation read on the floor—signed by Ben Albritton, president of the Florida Senate, and Daniel Perez as speaker of the House—invoked Article 3, Section 3(c) of the Florida Constitution and section 11.011 of the Florida Statutes to call the special session to begin at 12:00 p.m. Feb. 11 and end at 12:00 p.m. Feb. 14. The clerk announced a quorum of 108 members present before business proceeded.
Perez said the two bills and the memorial were filed the night before and submitted with bill analyses. He said the House would not replicate the select committee process used in an earlier special session and instead had referred the measures to the House Budget Committee, which was noticed to meet Wednesday morning. He also said the House would be on the floor Thursday at noon for special order, final reading and passage.
Perez used his remarks to thank members, the Florida Senate and Gov. Ron DeSantis for their roles during the session. “I have never been as proud to be a member of the Florida House of Representatives,” he said.
Near the close of the opening proceedings, Representative Garrison moved that the House, upon receiving reports, adjourn for the purpose of holding committee and subcommittee meetings and conducting other House business and reconvene Thursday, Feb. 13, 2025, at 12:00 p.m. The motion was approved by voice vote and the House adjourned.
No final votes on the two bills or the memorial were recorded in the Feb. 11 proceedings; the measures remain pending before the Budget Committee and the full House.
