825 Tech Center Drive renovation 34% complete; contractor work and contingencies reported

Senior Director of Operations Michael Schultz gave a progress update on the 825 Tech Center Drive renovation during the Feb. 10, 2025 committee meeting, reporting the project status through January and new activity captured by drone footage taken the morning of the meeting.
Schultz said American Electric Power placed a new transformer on site and temporary heat allowed interior drywall hanging, taping and even painting in some small utility rooms. "We actually have paint on the wall," Schultz said, noting spray-foam insulation, curtain wall glazing installation and masonry on sally ports as visible recent milestones. He said the project team hopes the building will be fully enclosed and dried in by March.
On budget and schedule, Schultz reported the project is about 34% complete based on time and the city has paid roughly $22,000,000, or about 37% of the total contract with Elford (GMP 1 and GMP 2 combined). He explained allowances (budgeted items for anticipated but variable work) total about $1,100,000 and are included within the $59,000,000 contract value. Combined allowances and contingencies total about $4,800,000; roughly $485,000 (about 10%) has been used to date. Schultz gave examples of contingency use, such as switching wire‑rack cable trays to solid‑bottom steel for security over the fitness room where police operations are adjacent.
Schultz told council that the administration expects to present renderings alongside current photos in future updates and invited council members to tour the building in the coming weeks. He warned that substantial completion, furniture installation sequencing and IT deployment will affect move‑in timing; furniture installation alone could take two to three months. Schultz said a more detailed schedule for sequencing moves and IT cutovers will be presented at a future committee meeting, with a fuller timeline expected by March or April.
Schultz also noted planned capital additions under consideration, such as upgraded electric vehicle charging infrastructure for the rear parking area; the team is finalizing costs with Elford and the design team.
