JASCOM renews Nisqually Tribe contract and approves new Bucoda service agreement

Joint Animal Services commissioners voted unanimously to renew a services contract with the Nisqually Tribe and to enter a new full‑service agreement with the Town of Bucoda (Bucoda), city staff reported.

The Nisqually Tribe renewal is the second year of the agreement; staff said there were no changes to the scope of services and asked commissioners to authorize execution of the renewal so services could continue without interruption.

On Bucoda, staff said the town (population cited during the meeting as about 620) asked for full services including on‑call and after‑hours emergency response under the same framework used for the other jurisdictions. JASCOM staff said Bucoda’s council reached out after several incidents where response had been provided on a per‑service emergency basis; the new contract sets an annual per‑capita amount of $8,000 to cover the town’s full service needs.

Both motions were moved, seconded and approved without recorded opposition. Commissioners directed staff to finalize and sign the contracts.

Context: Staff said expanding full‑service contracts to towns currently without comprehensive agreements improves continuity for field responders and clarifies jurisdictional responsibilities at incident scenes.
