Dana Point council receives Phase 2 general plan update, GPAC recommends targeted next steps

City planning consultants and staff presented Phase 2 of Dana Point's general plan update and the City Council received and filed the status report.
Consultants said Phase 1 produced a community vision and guiding principles; Phase 2 focused on land use "opportunity sites," circulation (mobility), and economic development policies. PlaceWorks consultant Colin Drucker and project staff described a set of candidate parcels reviewed by the GPAC and recommended against wholesale citywide land-use changes because Dana Point is largely built out and opportunities are confined to several small areas.
The GPAC recommended deferring land-use amendments in favor of targeted, site-specific planning (for example, a future specific plan for Monarch Bay Plaza and a more focused strategy for the Capo Beach corridor). The presentation also outlined circulation priorities'gap closures for bike and pedestrian networks, potential Stonehill Drive bike facilities, and tweaks to Dana Point Harbor Drive striping following harbor improvements.
Several public commenters urged stronger action on land use. Shauna Schaffner of CAA Planning, representing Monarch Bay Plaza, said the property has consistently been identified for future redevelopment and asked council to direct staff to include goals and policies for the plaza in the economic development element so owners can prepare a specific plan. Theresa Morrison, a Monarch Bay Plaza owner, urged the council to include goals and policies that would facilitate future zoning or specific-plan work. A Capitol Beach property owner, Sean Nicholas, urged the city to transition to specific plans for targeted sites rather than stop at a status update.
Council members praised the GPAC work and discussed using the city's specific-plan model for site-by-site changes. Staff recommended continuing to consolidate edits to circulation and economic development elements, seek GPAC input and return with a more detailed draft for council review in late spring.
The council took no further action beyond receiving the update.
