The council had previously adopted a separate resolution this evening finding the parcel eligible for annexation under the Colorado Municipal Annexation Act, but members declined to approve the developer's concept plan and zoning at this meeting. Instead, the council voted to continue the annexation/plan item to Feb. 4 to allow staff time to address council questions and community concerns.
