Board reviews new director of English learners role as EL enrollment grows

The Dublin City Board of Education reviewed a new administrative job description for a Director of English Learners (EL) role after a consultant summary from NSK12 and district staff identified opportunities to reorganize EL services.
Board member Mrs. De Silva introduced the HR report and noted the new position is intended to shift some administrative and systems work off teachers so educators can focus on instruction. Mr. Andres, who has been overseeing EL services this year, told the board the district’s EL population has grown substantially; staff said the program currently includes four long-term substitutes to keep up with enrollment this year.
Consultant Nate Levinson of NSK12, referenced repeatedly in the discussion, recommended district leaders focus on leadership, data systems and staffing models rather than simply adding more classroom positions. District staff said the proposed approach is to reallocate resources toward administrative leadership that can improve service delivery, manage data systems and reduce duplicated administrative tasks performed by classroom teachers.
Board members asked whether comparable models exist in other Central Ohio districts; district staff said there is no standard model and that Dublin’s diverse EL population requires a tailored approach. The board was told the district will post the position broadly while also considering internal candidates.
The personnel and related HR items on the agenda (items 13a–13c) were approved by motion, roll call and a 5–0 vote.
