County manager outlines mega site joint meeting, Whitehurst waterline start, AV upgrades and website redesign

County Manager Gallagher told the Pitt County Board of Commissioners on Feb. 10 that several county projects and service changes are progressing and that two upcoming board meetings will be held at an alternate location while audio-visual upgrades are installed.
Manager Gallagher said the county and the City of Greenville will hold a joint public meeting on March 11 at 4 p.m. at Welcome Middle School to discuss a state-designated “mega site” on a tract north of the river that may qualify for state infrastructure grant funds. The meeting will include an optional bus tour of the site, presentations on funding options and roles for county, city, economic development and NCDOT, and an opportunity for both boards to provide direction on next steps. Manager Gallagher said rezoning by the county would be required if the boards decide to move forward with utility approvals and infrastructure funding.
On utilities, the manager said construction of the Whitehurst Station waterline is expected to begin April 1; a pre-construction meeting with Tripp Brothers Construction and Greenville Utilities Commission was scheduled for Feb. 11, and an informational meeting for property owners is set for Feb. 26 at 6 p.m. in the Agricultural Center Auditorium.
Manager Gallagher also said the county will relocate its Feb. 24 and March 10 meetings to the Mark Owens Auditorium in the Agricultural Center while a county-funded audio-visual broadcast upgrade is installed in the board room. She said the new equipment is mobile and will improve sound, video and voting systems used for public meetings.
Manager Gallagher reported that Pitt County launched the first phase of a website redesign on Jan. 21 and moved recruitment and job listings to the NEOGOV platform in mid-January; staff cited improved ADA scores and higher public engagement as early results. The manager said phase two of the website project, a content audit of secondary pages, will begin in March and is planned to finish in April 2026.
No formal votes were taken on these informational items at the Feb. 10 meeting; the manager invited board feedback and said staff would advertise public meetings and notices as required.
