The Neenah Common Council on Feb. 5 approved modifications to the Arrowhead Park master plan and authorized site exploration work after a public-services committee report that drew one dissent.
"Committee recommends council approve the contract amendment with Grama Engineering in the amount of $12,700 for Arrowhead master plan modifications and for additional engineering work required for the DNR for the placement of additional fill material on Arrowhead Park," Alderman Lundrum, reporting as chairman of the Public Services and Safety Committee, said. The motion passed 6–1.
The committee also recommended and the council approved contracting with ECS Midwest LLC for 22 geotechnical borings and analysis at a cost of $71,290. Lundrum said funding for both items will come from Arrowhead Park carry-forward funds included in the 2025 capital improvement budget. That motion also passed 6–1.
Alderman Palmeau explained the lone dissent on both items. "As much thought as going in Arrowhead Park, I realized I just don't think all the time, energy, and money for this over the last 10 years has been money well spent," Palmeau said on the record, adding he did not feel he had the "full picture" and cited prior environmental consulting expenditures.
Separately, the council voted 7–0 to receive and place on file the revised Arrowhead Park master plan after that item was pulled from the consent agenda for regular committee consideration. Alderman Lundrum moved the item; Alderman Hillstrom seconded.
The Park and Recreation Commission and the Public Services and Safety Committee had both forwarded their recommendations to council following prior reviews; committee minutes and related materials are available on the city website.
Council members did not add further conditions to the contracts at the Feb. 5 meeting; staff indicated the work is intended to support permitting and engineering related to fill placement and to inform next phases of park work.
