Council awards BK Theater addition contract; staff to add midyear budget adjustment

The Tehachapi City Council on Tuesday awarded a construction contract to GoJRM Construction Inc. for a small addition to the BK Theater and authorized the city manager to approve change orders up to 20% of the construction cost.
Staff said the city advertised the project and received a single responsive bid from the local contractor GoJRM. The contractor’s bid of $139,752 was below the project budget for construction only, but staff reported the current total project budget (including design, environmental work, construction administration and staff inspection) is insufficient to cover estimated additional costs. Staff said they will present a midyear budget adjustment to increase the total project budget to cover design, inspections and contingencies.
The staff recommendation to award the contract included authorization for change orders up to 20% of the construction value (a maximum of $27,950.40) because the project is relatively small and a larger percentage of contingency is needed. The city intends to provide a “shell” addition—dressing rooms and storage—and the Tehachapi Community Theater Association (TCTA) will complete interior build-out and funding for interior improvements.
Council members expressed support for the project and voted 4-0 to award the construction contract. Staff said they will coordinate the construction schedule with the theater’s upcoming production schedule to minimize disruption.
