Council approves EPA Brownfields grant agreement and eviction‑prevention subrecipient agreement

EPA Brownfields grant: Council approved an ordinance establishing project PL2501 and accepting a US EPA Brownfields multipurpose grant award of $750,000 to conduct environmental assessments, hazardous‑materials reports, planning studies and cleanup planning for city sites and corridors. Staff said the grant will fund at least one cleanup of the El Centro De Quinto Sol Recreation Center and will support redevelopment planning in low‑ and moderate‑income neighborhoods. The Brownfields grant was described as a follow‑on to a prior $300,000 award the city used for Phase I/II work; the new award allows for at least one actual cleanup project in addition to assessment work. The ordinance passed 7–0.
Eviction-prevention subrecipient agreement: Council approved an ordinance authorizing a $100,000 agreement between the city and Pueblo County to provide eviction‑prevention assistance and cooperation with the 10th Judicial District for families at risk of homelessness due to pending evictions. The ordinance implements prior council action that allocated funds for eviction prevention and CDBG‑CV mortgage and rental assistance as part of the city’s HUD annual action plan and related allocations. No members of the public spoke for or against these items; both ordinances passed with unanimous council votes.
Implementation: staff said Brownfields projects will be cleared with EPA grant managers before testing or cleanup work begins, and that eviction‑prevention funds flow to Pueblo County as a subrecipient and will be used according to the county application and citizens advisory committee ranking.
