Council raises concerns about warming‑center use and reporting of extremist posters

Several councilmembers reported operational issues related to the city’s warming center at Carpenter Recreation Center and asked staff to review coordination with county and nonprofit service providers.

Councilmember Jessica (first name only in transcript) said the warming center was busy and that staff and users asked for hygiene kits, food and other services that a recreation center lobby does not readily provide. "My only concern is that if this continues to be as popular as it is in a rec center with the community also trying to utilize the rec center for rec center purposes, there might be animosity that develops between the housed and the unhoused," she said.

Staff said they will provide a more comprehensive briefing on April 2 that maps services for people experiencing homelessness, outlines city and nonprofit roles and explains coordination with Adams County and Community Connections. Councilmembers suggested the city revisit whether Carpenter is the right location for the warming‑center function or whether more county‑supported resources should be deployed.

Separately, Councilmember Roberta asked about the city’s process for documenting removal of Patriot Front materials and whether code enforcement reports are being shared with police investigators. The council requested staff follow up on whether code calls about extremist posters are cross‑referenced with police incident records so patterns can be tracked.
