City releases RFP to study organizational structure; consultants expected to advise for 2026 budget planning

City management told the council the city has issued a request for proposals (RFP) asking consultants to review organizational structure, internal support functions and community‑facing programs to recommend changes that would better position the city for growth.

A staff speaker explained the work will include employee engagement, best‑practice peer research, and benchmarking. The RFP asks respondents to examine the city manager’s direct reports, internal services (for example IT and finance), community and neighborhood service coordination (housing outreach, code enforcement, and related programs), capital project delivery and growth and development coordination. Staff said the solicitation closed at the end of the week and that they had received robust interest during the question period.

Staff framed possible outcomes that could range from new supervisory structure recommendations for the city manager’s office to reallocation or reclassification of positions, process improvements, or recommendations for new departments. The city said it expects to evaluate proposals and negotiate a contract in first quarter and to produce recommendations in time to be considered during the 2026 budget process. "Our goal is to have recommendations for consideration in time for the 2026 budget," the speaker said.
