The board approved adding a Utah Schools for the Deaf and Blind Committee to the list of standing committees in board policy 02/2001 on a motion by Member Earl that passed unanimously.
The change is limited to compensation definitions in policy 02/2001 and does not alter other governing documents, Director of Law and Professional Practices Ben Rasmussen said. "This is limited as to the as to this specific policy and for payment purposes. The bylaws still don't list the audit committee as a standing committee. For most purposes, that's what controls," Rasmussen said.
The move came after the board adopted the remaining items on the consent calendar and pulled two items for separate action: approval of meeting minutes (action item 13.2) and the proposed amendment to board policy 02/2001 (action item 13.4). The consent calendar motion to adopt the remaining items passed with 12 votes recorded: 11 in favor and one opposed, according to the transcript. Member Earl then moved approval of the meeting minutes; that vote passed unanimously.
During discussion on the policy amendment, Member Carey raised concern that classifying a committee as "standing" can trigger additional obligations. "One of the challenges with that is that our bylaws require that every standing committee be live streamed," Carey said, asking whether the amendment would effectively make the audit committee a standing committee and thereby subject it to livestreaming and related public-access rules.
Vice Chair Wood sought clarity about whether definitions "for purposes of this policy" would apply elsewhere. Rasmussen replied the policy language is limited to payment purposes and does not change the bylaws or the standing‑committee list used for other governance functions.
Member Lier asked for a current copy of the board's strategic-plan objectives, saying she had difficulty finding an up-to-date document on the board website and noting that payment eligibility under 02/2001 references meetings "related to the objectives of the board strategic plan." Staff said they would provide the requested objectives.
The board then voted on the amendment to board policy 02/2001 to add the Utah Schools for the Deaf and Blind Committee to the policy's standing-committee list; Member Earl moved the motion and it passed unanimously.
The board concluded the consent-calendar items after the votes.
