Lakewood City Council on Jan. 13 adopted an ordinance creating a new municipal code chapter (14.29) that places additional requirements on metropolitan districts, the special-purpose local governments developers often use to finance infrastructure.
The ordinance, adopted on second and final reading after several council amendments, requires additional public notice and reporting by districts, gives the city authority to require outside review of district proposals, and adds a public disclosure requirement for candidates running for district boards. The council approved the measure unanimously, 9-0.
