City introduces $4.63 million contract for Africa Town Welcome Center; construction expected within two months after federal review

Staff told the council they plan to submit the executed contract to the U.S. Treasury (part of Restore-related review) and expected a response "within a week or 2, a month to a month"; staff estimated construction start at about 1.5 to 2 months after those steps and said the construction timeline is roughly 365 days.
"I would intend anticipate the start date a month and a half to maybe 2 months pushing it. And the construction time line is about 365 days, 12 months," staff said. The resolution was listed on the agenda as "01136, authorize agreement with C. Robards General Contractors for Africa Town Welcome Center, $4,633,000." Staff said the agreement must return to the U.S. Treasury for review after the council executes the contract.
Council members asked for additional details on timing and next steps; staff reiterated the need for federal review before mobilization. The item was presented as an introduced resolution with staff estimates for the procurement and construction schedule.
