House adopts standing committee reports and passes HB 1440 HD1 on third reading

Representative Todd moved to adopt standing committee report numbers 249 through 254 as listed on pages 1–3 and to place the accompanying house bills (as may be amended) on second reading and refer them to their designated committees; Representative Morikawa seconded the motion. Several members voiced “reservations” during the roll call on those reports before the body took a voice vote and carried the motion.
Later, Representative Morikawa moved to suspend the rules so the chamber could consider a house bill for third reading on the consent calendar; Representative Garcia seconded. The suspension motion passed on a voice vote.
On the motion for third reading, Representative Todd moved that House Bill 1440 HD1, as listed on page 3, pass third reading; Representative Morikawa seconded. Representative Souza announced opposition, said she would “stand on my comments from second reading,” and asked that her remarks be inserted into the official journal. Representative Matsumoto stated support and also requested permission to insert comments into the journal. The presiding officer then took the vote. Representative Morikawa reported “all majority members vote aye.” Representative Garcia reported that “all minority members vote aye with the exception of Rep. Souza.” The clerk declared that the bill passed third reading.
