The Middleton-Cross Plains Area School District Board of Education on Feb. 10 approved three administrative items by voice vote or motion: a banking services recommendation from the district’s finance staff, the district’s capital maintenance projects for 2025–26, and routine consent-agenda items.
Banking services: The board approved administration’s recommendation to contract with Ampersand for depository and investment management services, retaining Lakeridge Bank for daily operating needs. Erin Wheeler, director of finance and operations, presented the RFP review and recommendation; Jessica Folks (Ampersand) described the firm’s municipal advisory registration, bank network, and approach to insuring district deposits across a network of banks. The board’s approval included a specific request that Ampersand return after one year with a performance report comparing net returns (after fees) to the Wisconsin Local Government Investment Pool (LGIP). Ampersand representatives said they aim to deliver returns modestly above LGIP in exchange for added account oversight and customer support; they noted an annualized 17-basis-point fee applies to CD placements but said other liquidity services are included with no separate monthly or transactional fees.
Capital maintenance projects: The board also approved the district’s capital maintenance list for 2025–26 as presented. Jared Rosen, assistant superintendent for business operations, noted that sustainability-related items in the capital maintenance list were highlighted for board visibility and that roughly $1.4 million of capital maintenance funding would support sustainability work connected to Phase 1 projects.
Consent agenda and minutes: The board approved minutes from prior meetings, bills payable, the treasurer’s report, resignations/appointments/retirements, school-safety drills and an international travel request for 2026 as part of a single consent motion.
The banking-services approval and capital-maintenance vote were recorded as motions that passed on voice votes after discussion; detailed roll-call tallies were not provided for those items in the public transcript. Administration will bring back the Ampersand performance comparison to LGIP after one year, per the board’s request.
