Norwin district presents 2025'028 comprehensive plan priorities: data review, aligned instruction and career readiness

The Norwin School District presented its proposed comprehensive plan for 2025'028, outlining district priorities, associated subplans and next steps for implementation.
Dr. Rocco Telly, the district's director of secondary education and assessment, told the board the comprehensive-planning committee worked since October to review district data and identify priorities. The plan retains the district's mission and vision but modifies two core values: the plan replaces a simple expectation of educational excellence with language calling for excellence "in all that we do," and it changes "focus on the future" to "honor tradition while designing our future."
Telly described five associated subplans that support the comprehensive plan: the academic standards plan (Chapter 4), the induction plan (Chapter 49) for new teacher training and mentoring, the professional development plan (Act 48), student services (Chapter 12), and gifted-plan assurances (Chapter 16). The presentation emphasized structured literacy, safety and security efforts, trauma-informed education, educator effectiveness and child-find processes.
The plan's top priorities are: (1) implement a systemwide data-analysis procedure and create data profiles for K'12 students to identify needs and guide supports; (2) align student data with instructional strategies and systems of support, extending universal design for learning across classrooms; and (3) create clear expectations and opportunities for college and career readiness, including adding one industry-recognized credential for grades 9'12 each year of the three-year plan and developing a graduate profile for stakeholders.
Telly said the committee intends to create student data review teams to target needs in ELA, math and science, and to focus on achievable goals that build on the prior plan adopted in 2022. Board members thanked the committee for the work and noted the presentation is part two of the district's planning process; the presentation concluded with an invitation for questions, none of which led to substantive changes during the meeting.
No formal vote on adoption occurred during the session; the presentation was informational and will guide further committee work and future board action.
