The Jacksonville Beach Planning Commission approved a conditional‑use application allowing a retail bicycle shop at 323 North Tenth Avenue to serve beer and wine on site.
Staff presented the request as PCO325, noting the tenant space had previously hosted businesses that offered beer and wine and that the proposed combination of retail bicycle sales with limited on‑site alcohol is a growing trend. Planning staff said the location complies with the city’s distance requirements for alcohol sales and recommended approval.
Applicant Alex Brown, who identified his address as Atlantic Beach, told commissioners the concept is an ‘‘endurance sports’’ retail store that includes a coffee area and occasional beer and wine service for patrons and during community events. Brown said he did not anticipate large daytime alcohol sales and that most customers arrive by bike; he described temporary bike racks and the landlord’s permission to store a removable rack that can accommodate large groups.
Commissioners asked about hours and crowd management; Brown said current store hours are roughly 8 a.m. to 6 p.m. on weekdays and 10:30 a.m. to 6 p.m. on Saturday and that any larger events would follow the city’s event permitting process. Staff reminded the commission that fire‑marshal and building‑code reviews would apply for any event permits.
The commission approved the conditional use on a roll call with votes recorded as yes by Commissioners Debbie Cole, David Dahl, Matthew Feiler and Dean Haddock. The approval covers on‑site alcohol consumption as part of the retail use; any expansion of hours, live music, or larger events would require separate permits and additional review.
