Dr. Wendy Nichols, York County School Division associate director for human resources, briefed the board Feb. 10 on non‑licensed staff recruitment and compensation work, including hiring events held in 2024 and early 2025 and the quadrennial review of non‑licensed pay bands.
Nichols described multiple targeted pop-up job fairs and a joint York County/YCSD job fair. She said two pop-up sessions in July and October each drew about 33 attendees and led to several hires and that a December joint fair at the sheriff’s office produced 32 attendees and 20 recommended hires (with fewer immediate openings). Most recently, a Feb. 1 winter hiring “jamboree” at Grafton Middle School produced 84 interviews and 66 recommended hires, Nichols said. She listed hires across categories: teachers, paraeducators, custodial and cafeteria staff, bus assistants and substitutes.
On compensation, Nichols described the division’s quadrennial review cycle: the non‑licensed staff plan is divided into four groups; one group is reviewed each year to compare internal job descriptions and external market data. This year’s Group 2 review covered 45 positions assigned to grades 15–21. Nichols said the division’s goal is to have pay medians within 5% of market median; positions more than 5% below market receive additional review and may be adjusted in the budget.
Nichols said YCSD also emphasizes military-connected recruitment; she reported hiring 29 military veterans and 42 military spouses so far in FY25 across a range of roles and noted YCSD’s Virginia Values Veterans (V3) designation.
Why it matters: Recruitment and pay competitiveness affect classroom staffing, bus operations and school services. The quadrennial review can lead to budgeted salary adjustments for non‑licensed positions identified as out of market.
