The Mount Lebanon School District board reviewed proposed revisions to the 600-series finance policies at its Feb. 10 discussion meeting, with administrators recommending adoption of 17 updated/added policies and retirement of three existing policies.
Presenters said the policy package aligns district policy with state regulations and with practices adopted by the business office in recent years. The proposed policies cover fiscal budget planning, budget preparation and adoption, tax levy, tuition income, bank accounts and investments, purchasing and bidding rules, cooperative purchasing, payroll authorization and deductions, payment of bills, petty cash and GASB Statement 24 compliance.
Board members asked a clarifying question about Policy 620 (fund balance). The proposed wording references the state guideline of maintaining a minimum unassigned general-fund balance of 5% and not to exceed 8%. A board member asked whether the district's prior policy established a 6% floor; administrators confirmed the policy had been 6% to 8% but said the new language uses the state-referenced 5% floor. Board counsel (identified in discussion) said the proposed wording would not require a new resolution to account for prior below-floor balances, because the policy frames the percentage as a goal rather than an absolute requirement.
Administrators said the suite will move forward for formal action at the regular meeting; no vote was recorded at the Feb. 10 discussion meeting.
