Texas House adopts a slate of ceremonial resolutions honoring counties, organizations and individuals

The Texas House of Representatives adopted a series of ceremonial resolutions on Feb. 5, 2025, recognizing local delegations, observances and organizations and approving memorial remarks for an international humanitarian leader.

The measures — presented and explained by various members on the House floor and adopted without recorded roll-call votes after the chair asked for objections and heard none — honored Midland and Odessa; Maverick County and Eagle Pass; Webb County; community action agencies; the Regional Hispanic Contractors Association; nurse practitioners of East Texas; the Kingdom Connection Worship Center in Brownsville; Community First Health Plans leadership fellows; the El Dorado Social Club on its 100th anniversary; and others. The chamber also adopted a memorial resolution for His Highness Aga Khan IV.

Why it matters: Most of the actions were ceremonial recognitions that record local delegations’ visits to the Capitol, mark anniversaries of organizations, or commemorate cultural observances; the memorial for His Highness Aga Khan IV is a formal recognition of an international religious and humanitarian leader.

On the floor, Representative Landgraf moved consideration of HR 153 to recognize Midland and Odessa Days at the Capitol; Representative Tom Craddock joined as a co-author and spoke about the Permian Basin’s economic role. Representative Morales moved HR 177 to recognize Maverick County and Eagle Pass Day and noted local education and trade developments, including speakers’ remarks attributing more than $37,000,000,000 in 2023 trade volume to the Port of Eagle Pass (as stated on the floor). Representative Darby presented HR 134 commending Community Action Agencies of Texas for services dating to the Economic Opportunity Act of 1964.

Representative Gomez explained HR 159 commemorating the 14th anniversary of Kingdom Connection Worship Center in Brownsville. Representative Raymond presented HR 16 congratulating former University of Texas and Chicago Bears defensive lineman Steve McMichael on his induction into the Pro Football Hall of Fame; two of McMichael’s sisters were in the gallery representing him. Raymond also presented HR 160 recognizing Webb County Day and yielded to Representative McLaughlin, who spoke in support of the county delegation.

Representative Anchia introduced HR 176 recognizing the Regional Hispanic Contractors Association’s 30th anniversary and said, "These Hispanic contractors build Texas. And without them, we would be getting nothing done." Representative Schauffner presented HR 157 commending nurse practitioners from East Texas. Representative Reynolds introduced HR 171 designating February 2025 as Black History Month in Texas. Representative Dutton presented HR 168 honoring the El Dorado Social Club on its 100th anniversary. Representative Pearson read HR 180 recognizing the House freshmen football team's victory in an intermember game and led related colloquy and lighthearted debate on the floor about the game's outcome and awards.

A memorial resolution, HR 182, offered by Doctor Leilani and supported by other members, remembered His Highness Sheikh Karim Aga Khan IV, describing his humanitarian work and asking that the House adjourn in his memory. The chamber adopted that resolution after a moment of silence.
