The committee approved multiple Port Control items including lease renewals, contract extensions and an amendment to the airport capital improvement plan to add two FAA grant‑eligible projects.
Port Control presented ordinances authorizing a one‑year renewal of an office lease with PrimeFlight Aviation Services Inc. for wheelchair and ground‑handling services (ordinance 105‑2025), renewal of marketing/PR contract with Recess Creative LLC (ordinance 106‑2025), a triple‑net lease with PrimeFlight for additional cargo area office/storage (ordinance 107‑2025), and an amendment to a contract with Aircraft Services International, DBA Menzies Aviation, clarifying permitted maintenance locations for disabled vehicles (ordinance 112‑2025). Department staff said tenants have performed satisfactorily and that marketing services include air‑service recruitment support. Port staff also noted hiring and workforce outreach efforts including an airport job fair scheduled March 11.
Separately, Port Control sought approval to amend ordinance 13‑65‑2023 to add two projects to the FY24–FY25 Airport Capital Improvement Plan: a Taxiway Victor extension (to enable hangar development) and a perimeter/wildlife fence reconstruction. Port staff said the additions respond to FAA discussions and would allow the department to pursue federal grant funding; the department advised that decorative fencing could be added as alternate bid items funded locally if desired.
Council members asked about supplier diversity, workforce development for airport jobs, and how marketing messages are produced for the terminal. Port staff said a DEI coordinator was hired in 2024 and is preparing an inclusion plan for the Terminal Modernization and Development Program (TMDP); staff said they work with the Office of Equal Opportunity and plan job fairs and training to support M/W/DBE participation in airport projects.
Why it matters: Renewing operational leases and adding FAA‑eligible capital projects enables continuity of airport operations and positions the airport to seek federal funding for runway and perimeter improvements; the items also tie into broader terminal modernization and diversity goals at the Port Control department.
