In the first suspension motion, moved by Councilmember Polincic and seconded by Councilmember Bishop, the clerk recorded 14 ayes and the subsequent roll call on passage recorded 14 yeas. A later suspension motion, moved by Councilmember Polensek and seconded by Councilmember Bishop, passed 15 ayes and the later roll call on passage recorded 15 yeas.
