Beavercreek agrees to joint Beaver Valley Road reconstruction with Fairborn, plans full-depth asphalt replacement

Beavercreek City Council authorized an intergovernmental agreement on Feb. 10 that formalizes a joint reconstruction project on a deteriorated segment of Beaver Valley Road near the Beavercreek–Fairborn border.
City staff explained the project will replace damaged concrete pavement with full-depth asphalt and that Beavercreek will act as the lead agency for advertising, inspection and contract administration. Work located within Fairborn city limits will be billed to Fairborn and reimbursed to Beavercreek at project closeout.
Staff said Fairborn’s scheduling pushed construction to 2026; that timing reflects Fairborn’s budgeting and project schedule. Council discussion noted the road’s poor condition and expressed support for a coordinated approach.
Action taken: Council approved Resolution 25-05 authorizing the city manager to enter into the interlocal agreement with Fairborn. The motion passed by voice vote.
Cost-sharing: Staff estimated the rough division of cost at approximately 70 percent Beavercreek / 30 percent Fairborn. Final costs will be determined after bids and completion of the project; Fairborn will reimburse Beavercreek for work on its segment.
Next steps: After Fairborn’s council considers the same agreement, Beavercreek will advertise for bids and proceed with procurement and construction in coordination with Fairborn.
