Board kicks off boundary study; prioritizes minimizing student disruption and preserving neighborhoods

The Valley Center USD 262 Board of Education formally kicked off a district-wide enrollment and attendance-area study with consultant RSP (RSP), starting an analysis that will examine whether the district should maintain school choice or adopt neighborhood attendance boundaries as the new elementary school opens.
Jenna Wallace of RSP told the board her firm is compiling student and county census data and will prepare an enrollment analysis and a set of boundary concepts. Wallace said the process includes community outreach, public surveys and five boundary meetings before a final summer recommendation. "The boundary process that we have put out for tonight, kicks off tonight with the foundation," she told the board.
Board members asked to ensure the study maps new housing growth in Park City and surrounding parts of the district and requested an electronic survey for parents and the wider community; Wallace said RSP will provide a Social Pinpoint public engagement portal and can add an early survey if the board prefers.
Directing staff and consultants, the board prioritized criteria for evaluating boundary concepts. Members agreed the top concerns are minimizing student impact (how many students would have to change schools) and preserving neighborhoods and contiguous attendance areas. The board bundled fiscal and transportation considerations in a second tier and placed projected enrollment, demographic balance and boundary durability in a third tier. One board member emphasized the desire to include grandfathering options to reduce disruption for students close to graduation.
RSP will return to the board with an enrollment analysis and draft boundary concepts in coming months. The consultant said the process should conclude with a recommendation this summer; the team plans to present maps, projected enrollments and analysis of bus routes and operational costs as it develops options.
