Michigan House adopts memorial for Jimmy Carter, approves disclosure procedure and refers pardons resolution to committee

The Michigan House of Representatives on Jan. 28 adopted a memorial resolution honoring former President Jimmy Carter, approved a resolution establishing a procedure for required disclosures under Rule 52 of the House standing rules and referred a resolution condemning sweeping presidential pardons to the Committee on Government Operations.

Representative Martis delivered a tribute before the chamber adopted House Resolution 13. "I rise today to pay tribute to a Navy officer, a scientist, a state senator, a governor, a president, a humanitarian, and of course, a peanut farmer from Plains, Georgia," Martis said. The resolution was adopted by voice vote.

House Resolution 14, introduced by Representative Bolen, would provide a procedure for required disclosures related to enhancement grants under Rule 52 of the standing rules of the House of Representatives. Representative Burns offered a substitute (identified in the record as amendment number 1). The substitute was put to a vote and "is not adopted," the clerk announced. Majority Floor Leader Pastoumis then requested a recorded roll-call vote on the resolution. The clerk later announced the tally: 105 aye votes and 0 nay votes, and the resolution was adopted by roll call.

House Resolution 15, introduced by Representative Colazar and described in the reading as a resolution "to condemn the sweeping presidential pardons for those involved in the attempt and coup to overturn the 2020 presidential election at the United States Capitol," was read and referred to the Committee on Government Operations; no floor vote on the resolution was recorded.

Earlier in the session, the chamber granted requests to excuse several members. Minority Floor Leader Fitzgerald moved to excuse Representatives Arbit, Kofia and Whitsett; the motion was entered "without objection" and so ordered. Majority Floor Leader Pastoumis later moved to excuse Representatives Paquette and Wenzel; that motion likewise was ordered without objection.

The House gaveled that there would be no further voting that day and stood adjourned until Thursday, Jan. 30, 2025, at 12 p.m.
