Council hears updates on encampment response, resource centers and outreach ahead of possible county code-blue

Directors from the mayor\'s office and the city\'s homeless policy and outreach team briefed the council on Jan. 7 about shelter capacity, outreach operations and volunteer-run temporary shelter options as Salt Lake County prepared to call a code-blue activation.

Andrew Johnson, director of homeless policy and outreach, told the council the city\'s resource centers are at or near capacity and that the county had been expected to call a code-blue activation “in probably the next two days.” He said the city runs or funds storage for possessions, operates outreach teams that coordinate transportation and bed placement into available shelters, and that social workers from both police and fire regularly engage to connect people to services.

Council members pressed staff on details of how the city coordinates with nonprofit volunteer efforts. In one exchange, Johnson said the Second and Second coalition\'s movie-night transport event is a nonprofit-run activity, not a city operation, and that the city helps by sharing information on options and by coordinating outreach teams when called. He described common practical barriers to moving people into shelter: the need to place two partners together, managing animals, and storage for belongings. Johnson said the city funds a downtown storage location that allows residents experiencing homelessness to temporarily store possessions free of charge.

Council members asked for a sequenced summary of services and for clearer information on how calls about encampments are routed to outreach teams versus public safety responders; several members said they would raise the questions again in budget season and requested written timelines and responsibilities.

No ordinance or formal action was taken; the briefing was informational and staff said they would return with additional details and budget needs during the coming budget season.
