Council approves library roof transfer, gas station standards, rate-stabilization fee changes and key appointments

At its meeting Tuesday, the Salt Lake City Council approved a series of ordinances and appointments with little or no debate.
The council adopted an ordinance amending the Salt Lake City Library’s fiscal year 2024–25 budget to reallocate $190,000 for the main library roof renovation. Austin Kimmel, council policy analyst, said the funds are a transfer of unused employee benefit funds to the capital project fund and would not increase the library’s overall budget. No members of the public spoke on the item. Council Member Dugan moved the ordinance; Council Member Young seconded it. The council closed the public hearing and voted to adopt the ordinance by voice vote; the clerk announced the motion passed unanimously.
The council then adopted a citywide text amendment establishing revised standards for gas stations. Council Member Dugan moved the ordinance and Council Member Mano seconded it. The ordinance passed unanimously by voice vote.
An ordinance amending the consolidated fee schedule related to rate-stabilization fees for the water and sanitary sewer utilities was approved after a brief motion from Council Member Dugan and a second from Council Member Lopez Chavez. The council voted aye; no opposition was recorded.
On appointments, the council gave advice and consent to Keith Reynolds as city recorder (motion from Council Member Dugan; second from Council Member Young) and confirmed Darren Mano to the Housing Authority of Salt Lake City for a term ending Jan. 21, 2029 (motion from Council Member Young; second from Council Member Dugan). Both appointments were approved unanimously.
The council also approved the work session meeting minutes of Dec. 3, 2024, and adopted the consent agenda with exceptions noted on the record. One council member recused themself from a consent item as announced on the floor.
All actions were announced as passed by voice vote and recorded on the meeting transcript as unanimous among voting members present.
