Board approves ‘Cultivation of Excellence’ district resolution to seek local bill enabling flexibilities

The Cleveland County Board of Education voted unanimously to approve a resolution supporting a “Cultivation of Excellence District” pilot and asked local legislative delegates to file a local bill to grant the district specified flexibilities.
Superintendent Dr. Steven Fisher presented a draft resolution describing the board’s intent to pursue locally enabled authority that would allow the district to implement experimental practices and locally chosen calendars and policies. The resolution says local school boards “are better equipped to understand the balancing act of meeting the community's needs” and describes the goal of restoring local control to adopt innovative practices.
Board member Ron Humphreys moved to approve the resolution; Mr. Bridges seconded. The motion passed 9–0.
The resolution authorizes the board chair and the superintendent to disseminate the document to members of the North Carolina General Assembly and encourages parents, students and community members to contact their legislators. The motion also directs district leadership to develop an “innovative proposal” aligned with the board’s strategic plan and to return with details for implementation and any necessary statutory language.
Board discussion noted that adopting the resolution would place the burden on district staff to design specific local policies and that any draft legislation may require amendments during the General Assembly process.
